<p><strong>PROGRAM DESCRIPTION</strong></p>
<p>The Foreign Scholarships/Training Program (FSTP) is a component of the Official Development Assistance (ODA) extended to the Philippines by foreign donor countries, the objective of which is to enhance the capabilities of institutions in accordance with the national development thrusts and strategies.<br />
The FSTP is planned and negotiated annually with the donors based on the identified training needs of agencies/institutions. It consists of degree and non-degree, academic and non-academic short-term courses.<br />
<strong><br />
WHO MAY APPLY</strong></p>
<p>All Filipino citizens employed in either the government or private sector institutions including those working with non-government organizations may avail of foreign scholarship grants provided:<br />
A. The following basic requirements are met:<br />
• Must not have any pending administrative or criminal charges;<br />
• Must be physically and mentally fit to undergo training;<br />
• Must have a permanent or regular status of appointment, except for project-related courses;<br />
• Must meet the educational requirements of the program;<br />
• Must have at least two years of working experience, the last two years of which is with the nominating institution at the time of nomination;<br />
• Must not have pending application for scholarships in another program or has completed the return service obligation from previous scholarship, if any.<br />
B. The nominee passes the pre-selection criteria;<br />
C. The nominee meets specific donor country requirements.</p>
<p><strong>PROCEDURES</strong><br />
The general procedures are as follows:<br />
A. The nominee shall be endorsed by the head or deputized official of the agency/organization, both government and private sectors.<br />
B. The nomination of candidates from regional agencies shall be coursed through its central office.<br />
C. The documentary requirements for nominees coming from Luzon and Metro Manila areas shall be submitted before the deadline indicated in the CHED invitation to the agency to the CHED International Affairs Service (IAS), or CHED Regional Office in Cebu in the case of Visayas nominees, and in Davao for Mindanao nominees. These may be sent either through regular mail or messengerial pouches.<br />
D. The date of personal interview is indicated in the CHED invitation letter. Nominees are required to confirm with CHED-IAS or Regional Screening Committees (Cebu or Davao) the exact time two days prior to interview schedule.<br />
E. The nominee shall be informed immediately of the results on the same day of interview. Those who pass the pre-selection process shall be required to accomplish and submit to the CHED the donor’s nomination forms and other additional documentary requirements.<br />
F. Upon receipt of an Embassy Note Verbale on an acceptance on non-acceptance of a nominee to a scholarship grant, the nominating agency shall be officially informed by the CHED of its nominee’s acceptance upon the latter’s receipt of notice from the donor’s embassy. The accepted nominee shall then prepare his/her travel documents in coordination with the IAS.</p>

<p>* For Research Category: If grantee desires to proceed to a regular graduate course from a Research Student course, or to a doctoral course from a master&#8217;s course or a professional graduate course, he/she may have the term of his/her scholarship extended upon successfully passing the examination by MEXT (Ministry of Education, Culture, Sports, Science and Technology in Japan) provided that he/she has outstanding academic achievement that meets certain criteria.</p>

Established in honor of the late U.S. Vice President Hubert H. Humphrey, the fellowship program sends outstanding mid-career Filipino professionals in public service from both the public and private sectors to the United States for a year of university study and work-related practical experience. The program develops leaders who will have &#8220;multiplier effect&#8221; on their society.</p>

<p><strong>FUNDING</strong><br />
The fellowship provides for tuition and fees, a monthly maintenance allowance, book and supplies, and round-trip international travel to the Fellow&#8217;s English language center (when applicable), to the host institution, and to Washington, DC for a workshop. Supplementary funds are available for professional activities such as field trips or attendance at conferences. Humphrey Fellowships are not renewable.</p>

Scholarship to Filipinos to study at the graduate level (master&#8217;s or doctoral studies) or pursue non-degree doctoral enrichment or doctoral dissertation research in the United States. Grants under the Philippine Fulbright Student Program are for a maximum of one academic year for non-degree, one to two years for master&#8217;s, and two years for doctoral degree studies.</p>
<p><strong><br />
WHO MAY APPLY</strong><br />
   1. Philippine citizenship<br />
   2. English proficiency<br />
   3. College degree with major in field of specialization; excellent undergraduate record<br />
   4. Applicants must have at least two years of professional work experience (after college) in their field of specialization.<br />
   5. Applicants for the degree programs must be no older than 40 years of age at the time of application. This age requirement is waived for non-degree study.<br />
   6. Applicants must be in good health to pursue graduate work in the US.<br />
   7. Applicants must return to the Philippines immediately upon completion of study.<br />
   8. Non-degree applicants must meet the added requirements:<br />
         1. Applicants for doctoral enrichment must be enrolled in a relevant study program in a Philippine university<br />
         2. Applicants for doctoral dissertation must show proof that materials required to pursue research are not available in the Philippines but are available in the United States.</p>
<p>Individuals holding dual citizenship, are permanent residents and/or are presently studying in the US are not eligible.</p>
<p><strong><br />
FINANCIAL AID/ GRANT SUPPORT</strong><br />
The grant provides for round-trip international travel, monthly maintenance allowance, tuition and fees, book/supplies allowance, and health and accident insurance.</p>

<p><strong>PROGRAM DESCRIPTION</strong><br />
The Open Society Fellowship supports individuals seeking innovative and unconventional approaches to fundamental open society challenges. The fellowship funds work that will enrich public understanding of those challenges and stimulate far-reaching and probing conversations within the Open Society Institute and in the world.</p>
<p>A fellowship project might identify a problem that has not previously been recognized, develop new policy ideas to address familiar problems, or offer a new advocacy strategy. Fellows should take advantage of the considerable intellectual and logistical resources of the Open Society Institute and expect to contribute meaningfully to OSI&#8217;s thinking in return.</p>
<p><strong>WHO MAY APPLY</strong><br />
The Open Society Fellowship chooses its fellows from a diverse pool of applicants that includes journalists, activists, academics, and practitioners in a variety of fields. Applicants should possess a deep understanding of their chosen subject area and a track record of professional accomplishment.</p>
<p>The fellowship seeks “idea entrepreneurs” from across the world who are ready to challenge conventional wisdom. Successful applicants will be eager to exploit the many resources offered by OSI and be prepared to engage constructively with the global OSI community. Ideal fellows are specialists who can see beyond the parochialisms of their field and possess the tenacity to complete a project of exceptional merit.</p>
<p><strong>REQUIREMENTS</strong><br />
All interested applicants should complete the online application form at https://oas.soros.org/oas and submit supporting materials for consideration. Please read the FAQs before applying. Applicants may submit a project proposal or other materials in a language other than English, as long as they also submit an English translation. Certified translations are strongly recommended.</p>
<p>Once the initial information has been entered, applicants receive login details and an ID number that allows them to make additions and revisions to the form until materials are submitted. The ID number should be quoted in any correspondence.</p>

<p><strong>FELLOWSHIP SUPPORT</strong><br />
For a full-time fellow based in the U.S., the stipend ranges from $60,000 to $100,000. For fellows based in other countries, appropriate adjustments will be made to reflect the economic circumstances and costs of living in those countries. Stipends are based on several factors including work experience, seniority, prior earnings, and the proportion of time committed to the fellowship. The stipend does not necessarily equal the applicant&#8217;s current salary. In certain cases, fellows will receive additional financial support to enable them to meet the residency expectation.</p>
<p>In most cases, OSI provides fellows with communications support to convey their work to a broader audience and influence current debates. OSI also integrates fellows into its networks of individual and organizational partners and grantees.</p>
<p>OSI may cover additional project expenses such as travel (including airfare and hotel), visa costs, part-time research assistance, conference fees and health insurance. Fellowship expenses should not include operational or programmatic costs, such as employees and physical infrastructure. The purpose of the fellowship is to support individual fellows; therefore OSI will only cover individual expenses.</p>
<p>The fellowship does not fund enrollment for degree or non-degree study at academic institutions, including dissertation research.</p>

<p><strong>PROGRAM DESCRIPTION</strong></p>
<p>The Masdar Institute aims to establish a world-class, graduate university to provide the region with future leaders and critical thinkers<br />
in science and technology, and to position Abu Dhabi as a knowledge hub and an engine for socio-economic growth.</p>
<p>Masdar Institute is the Middle East’s first dedicated graduate institution created to tackle the most important challenge facing our planet today – to develop cutting-edge energy solutions that will ensure the economic growth and prosperity of all nations without damaging the environment.</p>
<p>The following academic programs at Master’s level are oﬀered to graduate students with relevant degrees:<br />
• MSc in Engineering Systems and Management<br />
• MSc in Information Technology<br />
• MSc in Materials Science and Engineering<br />
• MSc in Mechanical Engineering<br />
• MSc in Water and Environmental Engineering</p>
<p>Two additional MSc programs will be introduced in 2010: Electrical<br />
Power Engineering and Microelectronic Devices and Circuits. PhD<br />
programs will also be launched in 2010.</p>
<p><strong>REQUIREMENTS</strong></p>
<p>Acceptance depends on academic qualifi cations and English<br />
language proficiency as all lectures, laboratory sessions, and written<br />
or oral examinations at Masdar Institute will be conducted in<br />
English. Applicants should have a relevant undergraduate degree<br />
and a high GPA from a recognized university as well as high TOEFL<br />
(or academic IELTS) and GRE scores. Standards of admission are<br />
in accordance with those for MIT. </p>
<p>In the online application, you will be required to fill in essential information and at some stage you will be asked for the following information (softcopies) which you may wish to prepare now before proceeding: </p>
<p>A copy of your undergraduate/graduate transcripts (scanned or typed)<br />
A copy of your statement of objectives (in MS-Word format)</p>
<p>Please use the following guidelines for preparing your Statement of Objectives. This statement is very important so we encourage you to write it carefully. We seek a statement of one to two pages (approximately 400 to 1000 words) explaining the reasons for wanting to do graduate work at the Masdar Institute of Science and Technology. </p>
<p>The statement should describe:<br />
how you think about the world and your professional objectives<br />
the issues or problems you want to address during your studies at the Masdar Institute and the setting in which you eventually see yourself working professionally<br />
how your previous studies and work experience (if any) relates to what you propose to do at the Masdar Institute<br />
why you are applying to the Masdar Institute and the specific program<br />
other matters you think are important for us to know</p>

<p>For application, copies of documents submitted do not have to be original or certified true as yet. If you are accepted, it will be conditional subject to submission of all necessary original documents by the first day of classes. </p>
<p><strong>SCHOLARSHIP SUPPORT</strong></p>
<p>Successful applicants to Masdar Institute receive full financial support. The scholarships, which are available to students from all nationalities, include all tuition fees, laptops, medical insurance, housing, travel expenses, and a cost of living allowance. </p>

The Japanese Government receives about 100 scholars from the Philippines under six different scholarship categories:  </p>
<p>1.  Teacher Training &#8211; This scholarship is open to teachers (elementary/high school) or academic staff/members at a teacher training institution wishing to undergo professional improvement in the field of Education in Japan for 1 1/2 years.</p>
<p>2.   Japanese Scholarship- This scholarship covers a 1-year period of studying Japanese language, life and culture. </p>
<p>3.  Undergraduate  &#8211; This scholarship covers a 5-year period of study in Japan for individuals wishing to pursue undergraduate-level studies in the field of humanities, natural sciences or social sciences. </p>
<p>4.  Research &#8211; This scholarship covers a 1 1/2 to 2-year period of study in Japan for individuals who are interested in conducting research in a field related to what they have previously studied within the scope of humanities, natural sciences or social sciences. </p>
<p>5. Professional Training School  &#8211; This scholarship is open to individuals wishing to pursue a 3-year non-degree program at a Japanese vocational school in the following fields: Civil Engineering, Architecture, Electrical Engineering, Electronics, Telecommunications, Nutrition, Infant Education, Secretarial Studies, Hotel Management, Tourism, Fashion / Dressmaking, Design, Photography, etc.</p>
<p>6. College of Technology &#8211;  This scholarship is open to individuals wishing to pursue a 4-year non-degree program at a Japanese school in one of the following fields: Mechanical Engineering; Electrical and Electronic Engineering; Information, Communication and Network Engineering; Materials Engineering; Architecture and Civil Engineering; Maritime Engineering; etc.</p>
<p><strong>WHO MAY APPLY</strong><br />
Applicants must be under 35 years (Teacher Training), between the ages of 18-29 (Japanese Studies), between 17 to 21 (Undergraduate), under 35 years (Research), between 17-21 (Professional Training) and 17-21 years old (College of Technology).</p>
<p><strong>FINANCIAL AID/GRANT SUPPORT</strong><br />
School fees, travel and allowance will be provided.</p>
<p><strong>REQUIREMENTS<br />
</strong>The different scholarship categories have different requirements. All of them require submission of an application form, photograph, academic transcript and recommendation letters.</p>
