<p><strong>PROGRAM DESCRIPTION</strong><br />
The goal of the Quota Scheme is to give students from developing countries in the South, Central- and East-Europe and Central-Asia, relevant education that would also benefit their home countries when they return after graduation.</p>
<p>The programme also contributes to strengthen Norwegian institutions of higher education&#8217;s participation in global knowledge cooperation.</p>
<p>The Norwegian government provides scholarships for students from developing countries in the South and countries of Central- and East-Europe and Central-Asia under the Quota Scheme. The overall objective of the Quota Scheme is to promote the internationalisation of higher education.</p>
<p><strong>WHO MAY APPLY</strong><br />
The Quota Scheme is for certain developing countries (like the Philippines) that are on the DAC-list issued by OECD, and is eligible for students from the category of “ lower middle-income countries” and under. Also, the scheme accepts students from Central and Eastern Europe and Central Asia, and Palestinian students from the Palestinian Authorities.</p>
<p>The process of allocating quota places focuses on a purposeful distribution according to country, area of study and institution of higher education.</p>
<p><strong>REQUIREMENTS</strong><br />
The Norwegian universities and university colleges participating in the Quota Scheme have an English version of their website, where applicants can find more detailed information about the admission requirements for each course offered. Below are some general requirements.</p>
<p>Students usually apply for a degree course which is based on continuation of their studies in their home country, or a course which can be a joint part of a degree course in their home country ( joint degree or sandwich programmes). Most of the programmes are at the Master or Ph.D. level, but the Quota Scheme also offers certain professional studies.</p>
<p>Students must apply directly from their home country and must have stayed at least one year in their home country directly prior to the planned course of study at the Norwegian university/university college.</p>
<p>Basic general requirements<br />
All candidates should typically have the following basic qualifications:</p>
<p>Secondary school certificates<br />
Minimum two years of higher education from your home country</p>
<p>The Quota Scheme as a rule only enrols students from institutions which have collaboration agreements with Norwegian universities or university colleges. Norwegian institutions usually do not admit free movers (individual applicants) to this scheme. Only in very special cases can free movers be considered. Please contact the Norwegian institutions for individual information.</p>
<p>To find out which institutions collaborate with Norwegian institutions, please refer to the websites of the Norwegian institutions.</p>
<p>Students who come to Norway as self-financed students will, as a rule, not be considered as being qualified for the Quota Scheme.</p>
<p><strong>SCHOLARSHIPS</strong><br />
The Norwegian State Educational Loan Fund ( Statens Lånekasse) is responsible for managing the financial support provided for the Quota students. Each student receives the same amount of money as a Norwegian student would do in an equivalent educational programme. About 30 per cent of the amount is given as a grant and 70 per cent as a loan. However, the loan portion is waived when the student returns to his/her home country after completing the course of study. Normally, the financial support will not not exceed a time span of four years for one definite study plan, or a combination of two programmes.</p>
<p>Additional financing<br />
Travelling expenses for entry into Norway can be reimbursed (fixed price). Students can apply for one annual home visit if the educational programme lasts more than one year, as well as financial support for travelling expenses for field work during the course of study. When the student returns home within 3 months after finishing the course, the cost of travelling home is covered by the Norwegian State Educational Loan Fund.</p>

<p><strong>REQUIREMENTS</strong><br />
Students are asked to present a concept of a temporary hospitality structure (tent, artefact, sign, shelter, platform, exhibition…), describing it both under the spatial and functional point of view, either through a text or a visual project (a drawing, a photomontage, or another technique chosen by the student).<br />
The structure should be aimed at being placed within the urban context, where it could become a catalyst for social relations, enabling exchange and interaction amongst people of different age, origin and culture. It should be designed to be temporary<br />
and flexible, and it should allow a collective use (by multiple users at the same time). Its design should try to suggest an innovative way of using space and therefore shaping the interaction of users with and within it.</p>
<p>The concept must include:</p>
<p>a brief text description (max 2 A4 pages)<br />
a visualization of the project (max 4 A3 plus any material on<br />
a digital support (CD, DVD, UBS key with pictures, 3D renderings, drawings, etc. in a pdf format).<br />
Each candidate should think about the proposal on the basis of his/her experience and work style, so that the proposed structure or intervention highlights the personal creative, artistic or curatorial skills.</p>
<p><strong>SCHOLARSHIP</strong><br />
The winner will be awarded of a full scholarship for the first year of NABA two-year Master of Arts Degree in Visual Arts and Curatorial Studies, starting in January 2011.<br />
The scholarship will be confirmed for the second year if the student will comply with specific academic requirements (average grade not less than 27/30 and at least 40 credits of the 1st year obtained by September, 2011).</p>

<p><strong>REQUIREMENTS</strong><br />
Candidates are required to present:<br />
a short description of the concept (max 2 A4 pages)<br />
one or more images, describing the research process developed to reach the final design idea<br />
the design of a textile, with suggestions of possible uses andapplications<br />
a sample of the textile itself.</p>
<p><strong>SCHOLARSHIP</strong><br />
The winner will be awarded of a full scholarship for the first year of NABA two-year Master of Arts Degree in Textile and new Materials Design, starting in January 2011.</p>
<p>The scholarship will be confirmed for the second year if the student will comply with specific academic requirements (average grade not less than 27/30 and at least 6 exams of the 1st year passed by September, 2011).</p>

<p><strong>PROGRAM DESCRIPTION</strong></p>
<p>The Foreign Scholarships/Training Program (FSTP) is a component of the Official Development Assistance (ODA) extended to the Philippines by foreign donor countries, the objective of which is to enhance the capabilities of institutions in accordance with the national development thrusts and strategies.<br />
The FSTP is planned and negotiated annually with the donors based on the identified training needs of agencies/institutions. It consists of degree and non-degree, academic and non-academic short-term courses.<br />
<strong><br />
WHO MAY APPLY</strong></p>
<p>All Filipino citizens employed in either the government or private sector institutions including those working with non-government organizations may avail of foreign scholarship grants provided:<br />
A. The following basic requirements are met:<br />
• Must not have any pending administrative or criminal charges;<br />
• Must be physically and mentally fit to undergo training;<br />
• Must have a permanent or regular status of appointment, except for project-related courses;<br />
• Must meet the educational requirements of the program;<br />
• Must have at least two years of working experience, the last two years of which is with the nominating institution at the time of nomination;<br />
• Must not have pending application for scholarships in another program or has completed the return service obligation from previous scholarship, if any.<br />
B. The nominee passes the pre-selection criteria;<br />
C. The nominee meets specific donor country requirements.</p>
<p><strong>PROCEDURES</strong><br />
The general procedures are as follows:<br />
A. The nominee shall be endorsed by the head or deputized official of the agency/organization, both government and private sectors.<br />
B. The nomination of candidates from regional agencies shall be coursed through its central office.<br />
C. The documentary requirements for nominees coming from Luzon and Metro Manila areas shall be submitted before the deadline indicated in the CHED invitation to the agency to the CHED International Affairs Service (IAS), or CHED Regional Office in Cebu in the case of Visayas nominees, and in Davao for Mindanao nominees. These may be sent either through regular mail or messengerial pouches.<br />
D. The date of personal interview is indicated in the CHED invitation letter. Nominees are required to confirm with CHED-IAS or Regional Screening Committees (Cebu or Davao) the exact time two days prior to interview schedule.<br />
E. The nominee shall be informed immediately of the results on the same day of interview. Those who pass the pre-selection process shall be required to accomplish and submit to the CHED the donor’s nomination forms and other additional documentary requirements.<br />
F. Upon receipt of an Embassy Note Verbale on an acceptance on non-acceptance of a nominee to a scholarship grant, the nominating agency shall be officially informed by the CHED of its nominee’s acceptance upon the latter’s receipt of notice from the donor’s embassy. The accepted nominee shall then prepare his/her travel documents in coordination with the IAS.</p>
