Asian Development Bank-Government of Japan Scholarship Program
This is a scholarship program granted by the Government of Japan to well-qualified citizens of ADB’s developing member countries to obtain postgraduate studies in economics, management, science and technology, and other development-related fields at participating academic institutions in the Asian and Pacific Region for a duration of one academic year. Continued funding for the
second year is conditioned on the satisfactory performance of the student as determined by the Institute.
The scholarship grant shall comprise provision of full tuition fees, a monthly subsistence and housing allowance, an allowance for books and instructional materials, medical insurance and travel expenses.
“For scholars engaged in research, a special grant may be available for thesis preparation.
In special circumstances computer literacy, preparatory language and other similar courses may be covered under the scholarship.”
To be eligible to apply for the scholarship, applicants must:
1. Be a national of an ADB borrowing member country (like the Philippines)
2. Have gained admission to an approved post graduate course in any of the participating academic institutions.
3. Have a bachelor’s degree or its equivalent with superior academic record.
4. Have at least two (2) years of full-time professional working experience
5. Have proficiency in oral and written English communication skills to be able to pursue studies.
6. Not be more than 35 years old at the time of application.
7. Be in good health.
8. Agree to return to his/her home country after completion of studies under the Program.
The following are not eligible to apply:
1. Staff of participating academic institutions.
2. Executive Directors, Alternate Directors, management and staff of ADB, consultants, and relatives of the aforementioned.
3. Executive Directors, Alternate Directors, management and staff of other international organizations
4. Those living or working in a country other than his/her home country
5. Former holders of ADB-JSP Scholarships
In the selection of scholars, ADB shall consider:
1. Candidate qualifications.
2. Ranking or order of merit proposed by the participating academic institutions.
3. Diversification of nationality in the overall Program as well as at each participating academic institution.
4. Applicants with less than two years of work experience will not be selected.
5. Preference to women candidates.
6. Preference to applicants with lesser financial capacity.
7. The Program will, in principle, not support applicants who have previously studied abroad.
8. The Program will, in principle, not support applicants who are pursuing a second master’s degree or a second doctorate degree.
9. Candidates who are applying in a participating academic institution in their own country may not be selected.

To apply for the scholarship, applicants must:
First, request further information from the participating academic institutions where he/she wishes to study.
Second, complete the information sheet found on the ADB-JSP website.
Third, submit the information sheet together with the academic institutions’ requirements at least six months before commencement of study to the respective academic institution.
Applicants need not submit a separate application form to the ADB. The institutions, after using their standard criteria, will evaluate the applications, contact candidates for further information and recommend eligible candidates to the ADB.
From the recommendations by the Institutions, ADB will select scholars and inform each institution accordingly. The institutions in turn will inform all applicants and make arrangements for them to avail of their scholarships.
